A Thermal Imaging Camera (aka TIC) reads differences in the surface temperature of an object. The greater the temperature difference, the greater the contrast in the picture as you can see in the sample images above.

So to answer your previous question. No, a TIC can not see through walls, however if there is a drastic temperature difference behind the wall due to a leaking pipe or missing insulation, the TIC will show the temperature difference and indicate further investigation is necessary.
